Les évaluations d’impact permettent de mesurer l’efficacité et efficience de la coopération et de montrer comment l’aide permet de réduire la pauvreté. Certains critiquent que ces initiatives sont trop peu nombreuses. Ce document défend qu’il existe un nombre de plus en plus importants de théories et d’évaluation d’impact. A partir de 78 évaluations d’impact, des recommandations méthodologiques sont réalisées. Des tableaux récapitulatifs par étude donnent différents détails sur leurs objectifs et méthodes. La moitié des évaluations portent sur le secteur agricole.
Impact evaluation provides a measure of aid effectiveness, that is how good development aid is at reducing poverty. Critics of aid argue that there have been few attempts to measure its impact. This may have been true in the past, but there is a growing body of literature on impact evaluation. This paper reviews the methodological and practical issues in conducting such studies, drawing on the experience of the Independent Evaluation Group of the World Bank The purpose of this review is to : (i) take stock of impact evaluations conducted by the Operations Evaluation Department (OED) over the past 25 years ; (ii) examine the methodologies used ; and (iii) extract lessons for use in future evaluations. The review is based on a portfolio of 78 impact evaluations conducted by OED since 1979, the cost data on some evaluations (provided by OED), and interviews with a few task managers.
